Starbuck is a city in Pope County, Minnesota. Minnesota State Highways 28, 29, and 114 are three of the main routes in the city. According to the United States Census Bureau, the city has a total area of 1.57 square miles (4.07 km2), all of it land. The elevation is 1,171 ft (357 m) above sea level.

As of the census of 2010, there were 1,302 people, 576 households, and 328 families residing in the city. The population density was 829.3 inhabitants per square mile (320.2/km2). There were 671 housing units at an average density of 427.4 per square mile (165.0/km2). The racial makeup of the city was 97.3% White, 0.3% African American, 0.3% Native American, 0.8% from other races, and 1.3% from two or more races. Hispanic or Latino of any race were 1.3% of the population.
There were 576 households of which 22.9% had children under the age of 18 living with them, 42.5% were married couples living together, 9.9% had a female householder with no husband present, 4.5% had a male householder with no wife present, and 43.1% were non-families. 36.5% of all households were made up of individuals and 19.5% had someone living alone who was 65 years of age or older. The average household size was 2.14 and the average family size was 2.75.
The median age in the city was 45.8 years. 19.9% of residents were under the age of 18; 8.4% were between the ages of 18 and 24; 21% were from 25 to 44; 25% were from 45 to 64; and 25.8% were 65 years of age or older. The gender makeup of the city was 48.8% male and 51.2% female.

STARBUCK, platted in the spring of 1882 and incorporated as a village on June 6, 1883, is a city in sections 23-26 of White Bear Lake Township. There are four versions of the city's naming: (1) for the oxen Star and Buck, owned by Andrew Hagenson, who hauled the materials for an early bridge and on whose homestead lay the railroad right-of-way; (2) for Sidney Starbuck, a director of the Little Falls and Dakota Railroad; (3) for W. H. Starbuck, a New York capitalist with interests in railroad construction; or (4) for an early settler whose last name was Sagbaken. The post office began in 1869 in section 12 as White Bear Centre, with Nels B. Wollan, one of eight brothers who came from Norway, as postmaster in his general store three miles north and one-half mile east of the present townsite; he moved the store to Starbuck in 1882 when the name changed, continuing as postmaster.
