As of the census of 2010, there were 469 people, 190 households, and 124 families residing in the city. The population density was 551.8 inhabitants per square mile (213.1/km2). There were 218 housing units at an average density of 256.5 per square mile (99.0/km2). The racial makeup of the city was 96.8% White, 0.2% African American, 1.3% Native American, 0.2% Pacific Islander, 0.4% from other races, and 1.1% from two or more races. Hispanic or Latino of any race were 1.3% of the population.
There were 190 households of which 34.2% had children under the age of 18 living with them, 50.5% were married couples living together, 12.1% had a female householder with no husband present, 2.6% had a male householder with no wife present, and 34.7% were non-families. 26.8% of all households were made up of individuals and 12.1% had someone living alone who was 65 years of age or older. The average household size was 2.47 and the average family size was 2.99.
The median age in the city was 36.1 years. 26% of residents were under the age of 18; 9.4% were between the ages of 18 and 24; 26.2% were from 25 to 44; 21.4% were from 45 to 64; and 17.1% were 65 years of age or older. The gender makeup of the city was 50.7% male and 49.3% female.

PILLAGER, a city in Sylvan Township, the adjoining Pillager Creek, and the lake of this name at its source are derived from the term Pillagers, applied to the Ojibwe of this vicinity and of the Leech Lake Reservation. Pillager was first settled in 1886 with a station of the Northern Pacific Railroad, a general store, a hotel, and a blacksmith; it incorporated as a village on September 4, 1900; its post office was established in 1886.

Pillsbury State Forest The trails at Pillsbury State Forest meander through a heavy forested area consisting of a variety of deciduous and coniferous trees. The woods are dotted with small lakes and ponds where you're likely to see evidence of beavers and other wildlife. You may also find several varieties of wildflowers, including the yellow lady's-slipper. Recreational facilities in the forest include the Walter E. Stark Horse Assembly Area, Shafer Lake, and Green Bass Lake. Rock Lake Campground and Day-Use Area can serve as a great alternative to the more developed and heavily used Crow Wing State Park.

Rock Lake Campground Located in the Pillsbury State Forest, and managed by Crow Wing State Park. The campground has 48 sites. Thirteen sites are lakeside. All sites are considered "primitive," and are designed to furnish only the basic needs of the camper. The campsites consist of a cleared area, fire ring, and picnic table. Vault toilets, garbage cans, and drinking water are available. There is a swimming beach and water access, fishing, and nature trails.
