Shelly is a city in Norman County, Minnesota. US Highway 75 and County Road 3 are major routes in the community. According to the United States Census Bureau, the city has a total area of 0.21 square miles (0.54 km2), all of it land. The elevation is 866 ft (264 m) above sea level.

As of the census of 2010, there were 191 people, 90 households, and 46 families residing in the city. The population density was 909.5 inhabitants per square mile (351.2/km2). There were 117 housing units at an average density of 557.1 per square mile (215.1/km2). The racial makeup of the city was 94.2% White, 3.1% Native American, 0.5% Asian, and 2.1% from two or more races. Hispanic or Latino of any race were 8.9% of the population.
There were 90 households of which 20.0% had children under the age of 18 living with them, 43.3% were married couples living together, 5.6% had a female householder with no husband present, 2.2% had a male householder with no wife present, and 48.9% were non-families. 44.4% of all households were made up of individuals and 27.8% had someone living alone who was 65 years of age or older. The average household size was 2.12 and the average family size was 3.04.
The median age in the city was 45.9 years. 23.6% of residents were under the age of 18; 3% were between the ages of 18 and 24; 20.9% were from 25 to 44; 27.8% were from 45 to 64; and 24.6% were 65 years of age or older. The gender makeup of the city was 46.1% male and 53.9% female.

SHELLY Township, organized in 1879, was named for John Shely, with a variant form of his name, a trapper, who was the first homestead farmer of this township, was later a wheat buyer at Ada, and thence removed to Duluth as an assistant grain inspector for the state. Shely was born in Vermont in 1847, came to Minnesota in 1854, and died in 1898 in Crookston. The city in section 18 was platted in 1896 and incorporated as a village on July 11, 1902; it had a Great Northern Railway station, and the post office began in 1896.
